Voluntary resignation letters shall be sent by registered letter to the President of the Regional Council, with a copy to the representative of the State. They shall be final from the date of receipt by the President of the Regional Council or, failing such acknowledgment of receipt, within (1) one month from the date of a second mailing of the resignation letter by registered letter.
