(1) The Regional Council may deliberate only in the presence of an
absolute majority of its members in office. However, where the Regional Council
does not meet on the day fixed by the convening letter in sufficient number to
deliberate, the meeting shall be convened as of right 8 (eight) days later and the
deliberations shall then be valid if at least 1/4 (one-quarter) of the members of the
Council is present.
(2) Deliberations shall be adopted by simple majority of members present and
voting. In case of a tie, the President shall have the casting vote, except in secret
ballot. In this case, voting shall be repeated by public vote at the request of at least
one-third of the members. The full names of the voters, together with their votes,
shall be recorded in the minutes.
