SECTION 298

(1) Where a Regional Council is dissolved, the President of the Republic shall, by decree, set up a special delegation comprising a president and a vice-president, on the recommendation of the Minister in charge of regional and local authorities. (2) The powers of the special delegation laid down under Sub-section 1 above shall be limited to handling routine matters, protective measures and the search for solutions to the urgent issues at stake. (3) The special delegation shall under no circumstances: - commit the region's finances above the ceiling laid down by regulation; - transfer or exchange the property of the region; - modify the staff strength of the region; - vote loans. (4) A by-election of regional councillors shall be conducted within a maximum period of 6 (six) months. The powers of the special delegation laid down under Sub-section 1 above shall be terminated forthwith on the installation of the new Regional Council.
