SECTION 289

(1) Where the Regional Council sits and rules outside its legal sessions or on topics outside its jurisdiction, the representative of the State shall take all appropriate measures to immediately put an end to the meeting. (2) In this case, the Regional Council shall be prohibited from issuing statements and addresses, issuing political statements threatening territorial integrity or national unity, or communicating with one or more regional deliberative organs outside the cases provided for by the laws in force. (3) In the case provided for in Sub-section 2 above, legal proceedings shall be instituted against the members of the Regional Council who express the said wishes, addresses, statements or communications, at the behest of the representative of the State. (4) In the event of a conviction, participants in the meeting shall be expelled from the Regional Council and shall be ineligible for 5 (five) years following the conviction.
