(1) In times of war, the mayor and municipal councillors may, for
reasons of public order or general interest, be suspended individually by decree of
the President of the Republic until end of hostilities. The council board members so
suspended shall not be replaced numerically during their normal term of office.
(2) However, where there is measure to reduce the number of council
members by at least one quarter, a special delegation shall be constituted.
