(1) The formal notice referred to in Section 227 above shall be sent to the mayor concerned by any means in writing.
(2) It must specify the time limit within which the mayor is expected to reply to the representative of the State.
(3) Where he does not reply at the expiry of the time limit provided for insub- section 2 above, his silence shall be construed as refusal.
