(1) Under the control of the representative of the State, the mayor shall
be responsible for the municipal police and enforcement of State instruments relating
thereto.
(2) The creation of a council police service shall be authorized by a council
board deliberation which shall specify its powers, resources and operating rules.
(3) The resolution provided for in sub-section 2 above shall be subject to prior
approval by the minister in charge of local authorities.
