SECTION 222

(1) The powers vested in the mayor shall not bar the power of the representative of the State to take measures relating to public order, security, sanitation, safety and peace for all the councils of an administrative unit or for one or more of them, and in all cases where council authorities fail to act. (2) The power referred to in sub-section 1 above may be used by the representative of the State with regard to a single council only after a formal notice unheeded to by the mayor, where the council concerned has a police service.
