(1) Council board deliberations granting council staff, by assimilation to the personnel mentioned in Section 184 of this law, salaries, wages, allowances or benefits conferring on such personnel a more advantageous situation than the one provided for by the regulations in force shall be illegal.
(2) The provisions of sub-section 1 above shall apply to decisions taken for personnel by State-controlled services providing a public service falling under the jurisdiction of councils.
