(1) During discussions on the administrative account, the chair of the committee responsible for financial matters or, in his absence, a member of the committee, shall chair the council board meeting. In this case, the mayor may take part in the proceedings but shall leave the room in the event of a vote.
(2) The pro. tem president shall submit the resolution directly to the representative of the State.
