(1) The council board shall meet in the council hall or the premises of
the mayor's office. However, the mayor may exceptionally convene the council board
on any appropriate premises located within the council's territory, where
circumstances so require. In this case, he shall inform the representative of the State
and the municipal councillors at least (7) seven days prior to the holding of the
session.
(2) The council board shall be chaired by the mayor or, where he is
unavoidably absent, by a deputy mayor in order of precedence.
