(1) The House of Divisional Representatives shall comprise 70 (seventy) members elected by the municipal councillors of the region by a one-round mixed list vote comprising a majority system and a proportional representation system.
(2) The House of Divisional Representatives shall reflect the sociological components of the region as well as gender.
