(1) Contracts issued by public corporations shall be subject to prior
consultation and competitive bidding by interested participants.
(2) Consultations of public corporations shall not be open to natural persons or legal
entities that:
a) are winding up or are bankrupt;
b) are subject to one of the exclusion orders or forfeitures provided for by the
laws in force, both in the country and abroad;
c) have not subscribed to the disclosure obligations provided for by the laws and
regulations in force.
