In case of emergency, notwithstanding the provisions sections 641 and 642 above, the Legal Department shall have the power to order the arrest of a foreigner, on the direct application from the foreign judicial authorities and on simple notice with written proof of the existence of any one of the documents mentioned in section 641.
The request of the foreign authorities shall, without delay, be regularized in accordance with the provisions of section 641 above.
