(1) The tender documents prepared following the model designed by the
public contracts regulatory body and enforced by the authority in charge of public
contracts shall include:
(a) the tender notice drafted in English and French;
(b) the general regulations governing the tender;
(c) the special regulations governing the tender comprising the criteria, sub-criteria
or bid evaluation grids and bidders’ minimum qualification criteria;
(d) special administrative clauses;
(e) special technical clauses for works contracts;
(f) terms of reference for intellectual service contracts;
(g) special technical specifications for supplies contracts;
(h) the unit price list, where applicable;
(i) the detailed cost estimate, including the quantities to be executed or the
estimates list where, for some study contracts, the bidder must supply the
quantities in accordance with the working method envisaged;
(j) the price sub-detail schedule or specification pricing, where applicable;
(k) model forms for bids and bonds and, where applicable, for supplies and their
origin;
(l) where applicable, technical documents or any other document deemed
necessary by the Project Owner.
(2) For international invitations to tender, the tender file must, depending on the
nature and content of the works to be executed, specify the applicable tax regulations,
the indicative list of taxes, duties and charges as well as the implementation and
payment method.
