(1) The chief executive shall prepare the budget of local authorities.
(2) The budget estimates referred to in sub-section 1 above shall be prepared
based on the following:
• the joint circular letter of the Minister in charge of local authorities and the
Minister in charge finance;
• the results of citizen consultations;
• the medium-term framework adopted following the budget orientation debate.
