(1) The President of the Republic may, by decree, decide on the temporary grouping of some council, on the proposal of the minister in charge of local authorities.
(2) Temporary grouping of councils may result from:
(a) a similar draft agreement adopted by deliberation by each of the council boards concerned. Such draft agreement shall enter into force in accordance with the procedure provided for under sub-section 1 above;
(b) a grouping plan prepared by the minister in charge of local authorities. In
this case, the draft agreement may, as and when necessary, be submitted to the
council boards concerned for endorsement.
(3) The decree ordering the temporary grouping of councils shall lay down the
terms and conditions thereof.
