(1) The council shall be created by decree of the President of the Republic which shall state its name, territorial jurisdiction and headquarters.
(2) The President of the Republic may, by decree, as and when necessary, alter the name, geographical boundaries and chief town of the council.
(3) He may also order the dissolution of a council by decree. The decree ordering dissolution shall decide on its attachment to one or more councils.
