(1) Instruments to alter the territorial boundaries of one or more councils shall lay down the terms and conditions of such amendments, particularly those relating to the devolution of property.
(2) The instruments referred to in sub-section 1 above shall also lay down the conditions for allocating the following to the council(s) of attachment, or to the State:
- land or buildings forming part of the public domain;
- the private domain;
- donations made to the dissolved council.
