As soon as the file mentioned in section 651 is received, the Procureur General shall, after having ascertained that die formalities provided in sections 653 and 654 have been fulfilled, forward it together with his submissions to the President of the Court of Appeal who shall list the case for hearing and notify the foreigner and, where necessary, his counsel.
