Any candidate who feels cheated in the contract award procedure may
file an appeal:
a) between the date of publication of the consultation notice, including the
candidate pre-qualification phase, and that of the opening of bids;
b) during the opening of bids;
c) between the date of publication of results and that of notification of the award.
