During the opening of bids, the appeal shall affect only the unfolding of
this step, notably the respect of procedures and the regularity of the documents
verified.
a) The appeal should be sent to the Arbitration and Appeals Committee with a
copy to the Board of Directors and the General Manager;
b) It should be received within a maximum of 3 (three) working days after the
opening of the bids; it shall not have a suspensive effect.
c) Where the tenders are opened in two stages, denunciations and appeals shall
be validly submitted within 5 (five) days as from the date of opening of the
financial offers.
