(1) Save in exceptional circumstances or unless
otherwise provided for by agreement, the head of an
establishment shall be bound to allow staff representatives a
period of time of not more than 15 (fifteen) hours per month to
perform their duties.
Such time shall be considered and paid for as working time. It
shall be used only for the performance of duties that pertain to
the office of staff representative such as are defined by the laws
and regulations in force.
Where the time is not used, it may neither be carried forward to
the following month nor be paid for.
