(1) Staff representatives shall be elected in any
establishment located within the national territory, employing, on
a regular basis, at least twenty workers governed by this law,
irrespective of the nature of the establishment or of the
employer, be he public or private, lay or religious, civilian or
military.
(2) Where the head of the establishment has the status of worker
he shall be part of the labour force to be considered for election.
(3) Staff representatives shall be elected for a two-year term of
office. They shall be eligible for re-election.
