Where there has been an irresponsible bid, the procedure shall be ruled before the competent
court within the jurisdiction in which the notary who made the sale resides. The certificate
establishing that the highest bidder has not fulfilled the clauses and conditions of the sale shall be
issued by the trustee.
The minutes of the tender shall be deposited at the registry of the competent court.
