Statements of witnesses, identification of the actual suspect in case of inquiry against an unknown person, exhibits, documents and reports which were not produced before the Examining Magistrate, but which are likely to either strengthen evidence which was considered insufficient or to give a new character to the facts that are useful in revealing the truth, shall constitute new evidence.
