(1) Statutory and individual decisions taken by the head of the executive
of a local authority in the exercise of his supervisory powers and routine
management duties shall become automatically binding upon publication or
notification to the persons concerned.
(2) Such decisions shall be forwarded to the representative of the State and to
the local official of the ministry in charge of local authorities within 15 (fifteen) days.
