(1) Resolutions of a local authority relating to the acceptance of gifts and legacies that entail expenses or conditions may be enforced only upon the approval of the minister in charge of local authorities.
(2) Whatever the amount and nature of the gift or legacy, where there are claims by heirs, the acceptance authorization may be granted only by order of the minister in charge of local authorities.
