(1) Where several local authorities jointly hold property or rights, they shall, through an agreement, subject to authorization by the deliberative organ, set up a committee comprising representatives of the deliberative organs concerned.
(2) Each deliberative organ shall, by secret ballot, elect from among its members the number of representatives fixed by mutual agreement.
(3) The committee's deliberations shall be consistent with all rules governing deliberative organs.
