(1) The accounting officers of local authorities shall be personally and
financially liable for:
- funds and assets in their care;
- picking up collection orders;
- effective payments;
- accuracy of their entries.
(2) The accounts of public accounting officers of local authorities shall be
examined by the audit bench.
