(1) The accounting officers of local authorities shall be State
employees duly assigned as such and/or responsible for collecting, keeping and
handling funds and values.
(2) Each year they shall report on their management actions in accordance
with the regulations in force.
(3) The accounting format referred to in sub-section (1) above and related
supporting documents shall be defined by regulation.
