Decisions concerning projects or operations initiated by the State in the
public maritime domain and inland waterways as part of the exercise of its
sovereignty or to promote economic and social development, or regional
development shall be taken after consulting the regional council, except for purposes
of national defence or for maintaining law and order. In the latter case, the State shall
notify the decision to the deliberative organ of the region for information.
