(1) The region shall be a local authority composed of several divisions. It shall cover the same territorial boundaries of the region which is an administrative unit.
(2) The region shall have a general duty to promote economic development and social progress. As such, it shall contribute to harmonious, balanced, supportive and sustainable territorial development.
