SECTION 28

Collective proceedings may be commenced on the application of any of the creditors, no matter the nature of his claim, so long as the said claim is unquestionable, liquid and payable. The creditor’s summons shall specify the nature and amount of his claim and state the deed upon which the debt is founded. The debtor shall be allowed to make the declaration and proposal for receivership provided for under Articles 25, 26 and 27 above within a period of one month following the summons.
