SECTION 51

(1) No Member of the National Assembly may speak until he has requested and been given the floor by the President, even if, exceptionally, the latter may be interrupted by a speaker. (2) The names of Members of the National Assembly who request the floor shall be listed in the order in which their requests are made. They may relinquish their turn to speak to one of their fellow-Members or reverse the order in which they are listed. (3) The time allowed for each speaker shall be limited to 10 (ten) minutes. However, the President of the National Assembly may, bearing in mind 24 the number of speakers wishing to take the floor, decide to limit the said time to thirty (30) minutes per parliamentary group. (4) Members of the National Assembly shall take the floor from the rostrum. (5) Should a Member speak without having been given the floor or should he continue to speak after the President has requested him to withdraw, the President may decide that his remarks shall not be recorded in the minutes. (6) Speakers shall not depart from the item under discussion or the President shall remind them of the point. Should a speaker fail to comply, the President may decide that his remarks shall not be recorded in the minutes. In the event of persistence, the President may call him to order. (7) Any speaker who declines to leave the rostrum after having been requested to do so by the President may be called to order, with a record thereof in the minutes and, if necessary, may be the subject of a vote of censure or even be expelled temporarily under the conditions laid down in Section 97 below.
