(1) Plenary sittings of the National Assembly shall be public.
(2) However, the President of the National Assembly may
exceptionally decide by a majority of votes cast and without debate, to meet in a
close sitting at the request of the Government or of an absolute majority of its
Members in accordance with Article 17 of the Constitution.
