(1) The President of the National Assembly shall be responsible
for the financial management of the Assembly. In that capacity, he shall be
appointed authorizing officer for the National Assembly budget.
(2) The Secretary-General shall be authorizing officer with
delegated powers.
(3) The authorizing officer of the budget or the authorizing
officer with delegated powers shall approve and establish creditors' claims only
for services rendered.
(4) Establishment of creditors' claims shall be automatic or at
the behest of the persons concerned. Such establishment shall be on the basis
of supporting documents drawn up in accordance with regulations.
