Without prejudice to the penalties and judicial proceedings provided for by
the regulations in force, failure by promoters and managers of economie zones as weil as
approved
enterprises to honour their commitments and obligations shall, under
the
conditions laid down by regulation and depending on the gravity of the offence, entail the
following sanctions:
