The decision of the competent court may add, for the expert in preventive settlement, a provision on his compensation which cannot exceed forty percent (40%) of the estimated amount thereof.
In any case, a portion of this compensation at least equal to sixty percent (60%) may be paid only from the time he submits his report as stipulated in article 19 hereinafter.
