(1) The President of the Republic may, at his request,
address both Houses of Parliament in Congress, in accordance with the
provisions of Section 32 of the Constitution.
(2) He may also send messages to the Congress.
(3) The messages referred to in Sub-section (2) above
shall be read by the Prime Minister or another member of Government.
