(1) The Authority in charge of public contracts shall be the Minister in
charge of public contracts. He shall organize and ensure the smooth functioning of the
public contracts system.
In that capacity, he shall:

sign the implementing instruments of the Public Contracts Code;

impose sanctions on perpetrators of malpractices and settle disputes
stemming from public contracts, as well as disagreements between public
employees;

have the powers to authorize special procedures.
(2) The Authority in charge of public contracts may, of his own volition, impose
procedure-related penalties, where necessary.
