(1) Disputes resulting from public contracts may, where necessary, be
settled amicably.
(2) Where the amicable settlement provided for in (1) above is unsuccessful, it
shall have no incidence on the ordinary law settlement procedure, except by a waiver
resulting from loan agreements or conventions, or other international conventions.
