(1) Framework agreements which set minimum and maximum supplies or
services that may be ordered over a given period and executed as purchase orders are
issued shall be concluded with only one service provider by lot, following an open
invitation to tender.
(2) Purchase orders shall be issued without any negotiation or reopening of
competition, in accordance with the conditions expressly provided for under the contract.
