(1) Le comité de gestion ci-après désigné le " Comité" est composé ainsi qu'il suit :
a) représentants de l'Etat
- un (1) représentant du ministère chargé de la commercialisation du cacao et du café ;
- un (1) représentant du ministère chargé de l'Agriculture ;
- un (1) représentant du ministère chargé des Finances ;
- un (1) représentant du ministère chargé de l'Industrie ;
- un (1) représentant du ministère chargé de la Recherche scientifique ;

5. Each authorizing officer shall, within the scope of his competence and the provisions of Articles 13 and 18 of this decree, be responsible for:
- considering and designing annual and multi-year programmes for works and services financed by the Fund;
- carrying out financial evaluation of programmes for budgeting purposes;
- awarding contracts in compliance with the regulations in force;
- monitoring the execution and accepting works and services performed;
- authorizing payment.
