(1) The State shall, through its representatives, exercise supervisory authority over local authorities by controlling legality.
(2) The State shall provide support and advice for the effective exercise of the powers devolved and ensure the balanced development of local authorities on the
basis of national solidarity, regional and council potentials and interregional and inter-
council balance.
