- a decree of the Prime Minister shall define the standard organization chart of
regional administration, after consulting the presidents of regional councils and
the presidents of regional executive councils;
- the minister in charge of local authorities shall, by order, set standard rules of
procedure for the functioning of the regional council and the regional
assembly, which shall be applicable until the adoption of the standing orders
by each deliberative organ.
