(1) During the session devoted to the adoption of the administrative account, the deliberative organ shall elect a pro-tem chairperson. Members of the executive shall take part in the deliberations, but shall withdraw at the time of voting.
(2) Any decision to adopt the administrative account taken in violation of the provisions of sub-section 1 above shall be null and void.
