The authorizing officer of a local authority shall not execute an expenditure without ensuring that:
- it corresponds to the right budgetary head and its amount falls within the limit of the voted appropriations;
- it can be covered by the available funds;
- the supporting documents are complete;
- the service or supply has been provided or delivered;
- the formalities required by the laws and regulations in force have been fulfilled beforehand.
