(1) Local authorities shall have an autonomous accounting office which shall be exclusively responsible for its financial transaction. The accounting office shall be created by order of the Minister in charge of finance. A regulatory instrument shall lay down its organization and functioning.
(2) The accounting office shall be under the authority of a public accounting officer. He shall be a senior accounting officer.
