SECTION 431

(1) An annex budget shall be prepared for regional or council public establishments endowed with financial autonomy, but without legal personality. (2) Annex budgets shall present transactions resulting from goods production or service provision activities requiring the payment of a fee. (3) Annex budgets shall be voted under the same conditions as for the budget of local authorities and approved by the representative of the State. (4) Annex budget operations shall be provided for, authorized and executed under the same conditions as for the budget of local authorities. II – Council Union Budget
